Estonian Casinos: Every EMTA-Licensed Online Casino 2026
All 35 EMTA-licensed online casinos in Estonia compared by launch year, operator, bonus, minimum deposit and payout time, plus tax and licence rules.
Estonian casinos 2026: the complete list of EMTA-licensed online casinos
A legal online casino in Estonia is one licensed by EMTA, the Estonian Tax and Customs Board. In our database we currently track 35 active EMTA-licensed casinos, from Paf, which has been around since 1999, to four brands that opened in 2025. Every one of them is in the table below with its operator, welcome bonus, minimum deposit and withdrawal time, so you can see the whole Estonian online casino market on one page.
You will not find scores or a ranking order here. For that, go to our best online casinos in Estonia ranking, and if safety is your main concern, our page on trusted casinos goes deeper. If you just want somewhere to start, Ninja Casino has our highest score (97/100), Paf has the longest record of any Estonia licensed casino, and OlyBet pairs a €2 minimum deposit with withdrawals that take a few minutes.
List of casinos in Estonia: all 35 compared
Casinos appear in order of the year each brand started operating, oldest first. Click a name to open our full review. Where you see "—", we have not been able to confirm that figure with the operator. Bonus amounts and payout times are the ones operators showed when we last checked, and they can change at any time.

A few patterns stand out. Minimum deposits run from €1 at VivatBet and the five Njord Vantage Services brands up to €20 at sites such as Winz, Trickz and Pelipeto. Most stated payout times are measured in minutes, and only TonyBet, VivatBet and Slotbox give 24 hours as their upper limit. Twenty-one of the 35 casinos launched in 2022 or later, so the market is younger than its best-known names suggest.
How we check and rate Estonian online casinos
To get onto this page, a casino has to hold an Estonian licence and nothing else. Our scores in the reviews come from five checks, and these are the thresholds we apply.
EMTA licence and operator
We match the brand's domain against EMTA's public register of licensed gambling operators and note the company behind it. A site that is missing from the register stays off this list, however generous its bonus. We also record shared ownership, because one licence holder often runs several brands.
Withdrawal speed
We take the payout time the operator states for Estonian bank transfers and wallets. Anything under an hour earns full marks, up to 24 hours is acceptable, and slower than that costs points. Chanz states 7 seconds for its KOHE and PIKA withdrawals, the quickest figure in our data.
Bonus terms
Wagering decides what a bonus is worth. We call x30 or lower fair and x40 or higher heavy; TonyBet, Hellwinz and Iviwin all sit at x50. Wager-free offers, such as Pelipeto's 100 free spins at 0x, score best.
Games and extras
We look for gaps more than raw library size. Golden Star lists more than 6,500 titles, Winnerz more than 5,000 and Slotbox more than 3,000. We also note poker, which OlyBet runs on GGNetwork, and whether a sportsbook sits on the same account, as it does at Coolbet, TonyBet and Epicbet.
Support and language
Round-the-clock help is our benchmark, and Winnerz meets it in several languages. Paf, Coolbet, Chanz and Boost Casino do not cover every hour. Rooster Bet has no Estonian-language support, which matters if you would rather write to the casino in Estonian.
Six Estonian casinos worth knowing first
Three of these have the longest history in the market and three have our highest scores. Each review gives one real strength and one weakness.
Paf: the longest track record in Estonia
Paf has operated since 1999 under Pafer AS, the same company that runs X3000. The welcome bonus doubles a first deposit of up to €100 and adds 100 free spins, all at x30 wagering. Its strongest point is player protection: loss limits are built into the account and the site puts responsible gambling front and centre. Paf scores 96/100 and also develops its own games, including slots that only Paf carries.
On the downside, the design looks dated next to newer sites and customer support does not run around the clock. We have not confirmed Paf's minimum deposit or payout time, so check those in the cashier. Read the review
TonyBet: the widest choice of payment methods
TonyBet OÜ has run TonyBet since 2009. The cashier covers Estonian banks, Trustly, Revolut, Skrill, Neteller, PayPal and Bitcoin, which is a longer list than most local sites offer. A sportsbook and a VIP loyalty programme come on the same account. The welcome offer of up to €300 plus 150 bonus spins carries x50 wagering, though, which is among the heaviest terms in our database.
There is no Pay N Play option either, so you register the usual way. The minimum deposit is €10 and withdrawals take up to 24 hours. Our score: 92/100. Read the review
OlyBet: poker and exclusive live tables
OlyBet has operated since 2010 under OB Holding1 OÜ and scores 96/100. It has a poker room on GGNetwork, and its live section has tables found only at OlyBet, Olympic Park Roulette among them.
You can register through Brite & Play with your bank, deposit from €2 and expect withdrawals in a few minutes. First-time depositors can claim a 100% match capped at €350, with 150 free spins and 30x wagering. Its weak spots are bonus wagering rules that can be hard to follow and no crypto payments. Ninja Casino: our highest score, with daily free spins
Running since 2018, Ninja Casino belongs to Ninja Global OÜ (Boost Casino's owner too) and tops our ratings at 97/100. In place of a one-off welcome package, it hands out between 40 and 70 free spins daily, with only x9 wagering on them. You join through Pay N Play, logging in with Smart-ID or BankID and paying from LHV, SEB, Swedbank, Luminor or Revolut, with a €5 minimum deposit.
The platform works well on a phone. Bonuses are smaller than those at large international brands, and sportsbook promotions are limited. Read the review
Coolbet: casino and sportsbook on one account
StayCool OÜ has run Coolbet since 2016, and it scores 96/100. Casino games and sports betting share one balance, and the minimum deposit is €2. Your first deposit is matched 100% up to €150, with 50 free spins on top and x35 wagering, and we found the bonus terms clear and free of hidden conditions.
Payouts through local banks such as SEB, Swedbank and LHV take a couple of hours. The main drawback is support, which is not available around the clock, and the bonuses are smaller than those at offshore sites. Read the review
Slotbox: the biggest welcome bonus among the 2024 launches
Slotbox Limited opened Slotbox in 2024, and it already scores 96/100. Its welcome package totals €1,000 with 100 free spins, and the library holds more than 3,000 games. It is also one of four licensed sites in our database that take crypto: Bitcoin, Ethereum and Litecoin sit in the cashier alongside Brite bank payments and Apple Pay.
The minimum deposit is €10 and withdrawals take up to 24 hours. Wagering is x35, so that €1,000 needs real turnover before you can cash it out, and finding a blackjack or roulette table takes some scrolling, since the lobby's search and filter options are basic. Read the review
Estonian Gambling Act and the EMTA licence in brief
Online gambling in Estonia falls under the Gambling Act (hasartmänguseadus). Any company that offers casino games to people in Estonia needs an Estonian licence, wherever it is registered. The licence holder does not have to be an Estonian company: Frenwall Limited, which runs Winsly, is based elsewhere in the EU and sits on our list next to local OÜ companies.
Who issues the licence
EMTA, the Estonian Tax and Customs Board (Maksu- ja Tolliamet), issues gambling licences and supervises licence holders. It also publishes a register of licensed operators and the domains they use, and that register is the quickest way to confirm a site is legal. The step-by-step version is in our article on checking whether a casino is licensed.
What the licence guarantees
- The casino verifies your identity and age, and refuses anyone under 21.
- It checks every player against the national self-exclusion register and blocks anyone listed on it.
- EMTA supervises the operator, and you can file a complaint with EMTA if the casino breaks the rules.
- Your winnings are free of income tax if you live in Estonia.
The blocked-sites list
EMTA keeps a list of gambling websites that target Estonia without a licence, and Estonian internet providers have to block those domains. If a casino will not load on an Estonian connection, there is a good chance it is on that list.
Tax: are casino winnings taxed in Estonia?
If you are an Estonian tax resident, you pay no tax on winnings from a casino licensed in Estonia or elsewhere in the European Economic Area (EEA). You do not need to declare them. This covers every casino on this page.
Winnings from casinos licensed outside the EEA, Curaçao being the usual example, count as taxable income at 22%. In that case you declare them in your annual tax return. The rules have exceptions, for example around tax residency, so check with EMTA if your situation is not straightforward.
Player protection: self-exclusion (hasartmängukeeld) and limits
Estonia runs a single self-exclusion register for all licensed operators. Once you add yourself, every Estonian-licensed casino must turn you away for the period you choose. Registering takes a few minutes; the casino ban guide on our blog has the full casino ban application process. In outline:
- Log in to the e-MTA self-service portal with your ID-card, Mobile-ID or Smart-ID.
- Find the request for a gambling restriction (hasartmängukeeld).
- Choose how long the ban should last.
- Submit the request. It applies to every operator with an Estonian licence.
- For day-to-day control, add deposit, loss and session limits inside each casino account.
The ban does not reach casinos without an Estonian licence, which is one more reason to stay with licensed sites. For everyday control, several operators build limits into the account: Paf has loss limits, Trickz has personal limit tools, and Boost Casino has its own responsible gaming features.
Estonian licence vs Malta vs Curaçao
Players in Estonia mostly see three kinds of licence. The table shows what each one means for you.
| Point of comparison | Estonia (EMTA) | Malta (MGA) | Curaçao |
|---|---|---|---|
| Regulator | Estonian Tax and Customs Board | Malta Gaming Authority | Curaçao Gaming Authority |
| May offer casino games to Estonian residents | Yes | Only with an Estonian licence as well | No |
| Tax on winnings for Estonian residents | None | None (EEA) | 22% income tax |
| Estonian self-exclusion applies | Yes | No | No |
| Where you complain | EMTA | MGA | The operator, then the Curaçao regulator |
| Can be blocked in Estonia | No | Yes, without an Estonian licence | Yes |
An MGA licence gives tax-free winnings, but a Malta-licensed site without an Estonian licence is not allowed to target players here and can end up on EMTA's blocked list. A Curaçao site has the weakest position on both counts. Our article on the difference between Estonian, Curaçao and MGA licences covers dispute handling in more detail.
The Estonian market in 2026
Ten of the 35 casinos in our database launched in 2024 or 2025. Six arrived in 2024 (Epicbet, Iviwin, ReSpin, Slotbox, Slotti and SpeedyBet) and four in 2025 (24Casino, Pelipeto, Possu and Rooster Bet). None lists 2026 as its launch year yet. Our page on new casinos in Estonia picks up new brands as they get licensed.
Ten companies, two of them in the Paf group, run 24 of the 35 brands:
- Njord Vantage Services LTD: Buumi, Hillo, KoiCasino, Slotti and Possu
- Hitz Gaming OÜ: Trickz, Winnerz and Wisho
- Kingswin Online OÜ: Winz, 24Casino and Rooster Bet
- Pafer AS: Paf and X3000, with SpeedyBet run by Paf Internacional p.l.c.
- Two brands each for Ninja Global OÜ (Ninja Casino, Boost Casino), Optiwin OÜ (Optibet, Nutz), Spaceship Technologies OÜ (Hellwinz, Iviwin), Ducks in a Row OÜ (Epicbet, ReSpin) and Far Up Services Limited (Shotz, Pelipeto)
Sister brands tend to share a cashier and similar terms. The five Njord sites all take deposits from €1 and none of them has a welcome bonus; Buumi, for one, dropped its offer for Estonian players in February 2026.
Playing from abroad
Estonian-licensed casinos are built for people who live in Estonia, which matters if you found this page by searching for a casino in Estonia from another country. Whether you can sign up from another country depends on each operator's list of restricted countries, and some brands focus on Estonian and Finnish players only. If you live elsewhere, your own country's gambling and tax laws apply to you, and an Estonian licence does not make a site legal where you are.
Pay N Play sites usually need a bank account and an ID login (Smart-ID, Mobile-ID or BankID) from a supported country, so most of them will not work for visitors. If you live in Estonia and travel, you may find your casino unavailable from some countries. Using a VPN to get around that breaks most casinos' terms and can cost you your winnings. Details on how account-free sign-up works are on our Pay N Play casinos page.
What to consider in 2026
With 35 licensed sites to choose from, the differences are mostly in payment, sign-up and bonus terms. These are the points to check first this year.
- Confirm the EMTA licence, since it decides both your legal protection and the tax on your winnings.
- Keep in mind that winnings from a casino licensed outside the EEA are taxed at 22%.
- Look at no-account casinos if you dislike forms: Ninja Casino, Winz, Hillo and Pelipeto set up your account from a bank login.
- For fast casinos, look at the withdrawal column: most licensed sites now state payouts in minutes, so a 24-hour wait is slow here.
- Test the site on your phone; our mobile casinos page covers the ones that work best in a mobile browser.
Responsible gambling
The legal age for casino games in Estonia is 21, and you should only play with money you can afford to lose. Set a deposit limit before your first session rather than after a bad one.
Signs of gambling addiction include chasing losses, hiding how much you play and borrowing to keep going. If you recognise them, you can apply for a self-exclusion (hasartmängukeeld) through EMTA, which blocks you at every Estonian-licensed casino, and free counselling is available in Estonia.
