Online Blackjack Casinos in Estonia 2026
10 EMTA-licensed blackjack casinos compared on wagering, min. deposit and payout speed, plus blackjack rules, a basic strategy chart and live variants.
Online blackjack in Estonia 2026: our picks, the rules and the odds
Playing online blackjack in Estonia is legal when the operator holds a licence from EMTA (Estonian Tax and Customs Board). Every site on this page has one. Blackjack also gives the house less than almost any other game in the lobby. With basic strategy at a standard table, the house edge is roughly 0.5%, and table rules move that figure more than any welcome bonus.
For 2026 we recommend three blackjack casinos. Ninja Casino leads our ratings with 97 points, and you log in through Smart-ID or a bank account. SpeedyBet, part of the Paf Group, attaches 10x wagering to its 100% match bonus, the lowest of any match offer in our table. Hillo takes deposits from €1 with no sign-up form, which suits short live blackjack sessions. The guide below adds the rules, a strategy chart and the live variants, Infinite Blackjack included.
Blackjack casino comparison 2026
Our database holds 35 Estonian-licensed casinos. For this table we kept those that list blackjack in their game lobby and gave priority to sites whose reviews name a strong live section. The ten rows run from our highest score (97) to 90, so the order is not the same as our three recommendations above.

The data reflects what each casino showed in October 2026, and bonus terms can change at any time, so confirm the current offer on the operator's site. Where a cell shows —, our records hold no confirmed number. "No-account" marks a Pay N Play casino: one bank login opens the account and makes the first deposit in a single step.
How we rate blackjack casinos
Five checks decide where a casino lands on this page.
Licence from EMTA
Only casinos licensed by EMTA make the list. That licence means Estonian supervision, tax-free winnings and a duty to block anyone on the national self-exclusion register. Without it, a casino is not reviewed here at all.
Table rules
We open the help panel of the main blackjack tables and check three rules: a natural pays 3:2, the dealer stands on soft 17, and doubling is allowed after a split. A table that pays 6:5 on blackjack adds well over a percentage point to the house edge, so lobbies that lean on 6:5 games lose points.
Bet limits
A good lobby has live tables you can join for a euro or two and high-limit tables for bigger stakes. RNG blackjack with low minimums, playable in demo mode, is useful for learning the strategy chart before risking money.
How bonuses treat blackjack
We read the game contribution table before anything else in the terms. When blackjack counts 0% or 10%, a large bonus has little value for a table player, and we say so in the review. Wagering above x40 is marked down.
Payout speed
Withdrawals inside an hour earn full marks. Twenty-four hours is the slowest time we accept, and a casino that publishes no payout time is scored lower.
Six blackjack casinos reviewed
Each short review below names one real advantage and one real weakness taken from our full review of the casino.
Ninja Casino: 97 points and Smart-ID sign-in
Ninja Casino has run under Ninja Global OÜ since 2018 and scores 97, the highest in our database. BankID, Smart-ID and Pay N Play handle registration, and you skip the paperwork before your first hand. Deposits start at €5 through LHV, Luminor, Nordea, Revolut, SEB, Swedbank or Zimpler.
Instead of a one-off match, Ninja gives 40 to 70 free spins every day at x9 wagering. Those spins are for slots, so a pure blackjack player gets little from them, and our review rates its offers as modest next to big offshore operators. Read the review
SpeedyBet: a match bonus with only 10x wagering
SpeedyBet launched in 2024 under Paf Internacional p.l.c., which places it in the Paf Group. New players get 100% up to €200 with a 10x wagering requirement, far below the x30 to x40 most casinos in our table ask. The mobile site is quick, and payment options range from Apple Pay and Trustly to Zimpler, Revolut, cards and the Estonian banks, with €10 as the floor.
SpeedyBet is built mainly for sports bettors, with competitive odds and live betting. It is not a Pay N Play site, so you register in the normal way. Players who want crypto payments will have to look elsewhere. Read the review
Hillo: live blackjack from a €1 deposit
Hillo, operated by Njord Vantage Services LTD since 2023, appears on EMTA's list of licensed operators. Brite takes your details from the bank, so the account exists as soon as you log in. You can start with €1, and Hillo puts its payout time at a few minutes.
Hillo has no welcome bonus, which costs a blackjack player little given how bonuses treat table games. The real drawbacks are a €20 minimum withdrawal and only six ways to pay: Coop Pank, LHV, Luminor, Revolut, SEB and Swedbank. Read the review
Coolbet: a €2 entry point and a shared sports account
Coolbet is run by StayCool OÜ, has operated since 2016 and scores 96. One Coolbet account covers both the casino and the sportsbook, and you can deposit from €2 with LHV, SEB, Swedbank, Revolut, Trustly, Skrill, Neteller or a card. It also works as a no-account casino.
First deposits get 100% up to €150 plus 50 free spins at x35. Payouts need a couple of hours, which trails several rivals in the table. Customer service keeps limited hours, and our review counts that against it. Read the review
Paf: the oldest operator, with loss limits built in
Paf, run by Pafer AS, has offered games since 1999, longer than any other casino in our database. For table players its best feature is protection: every account comes with loss limits that keep play under control, useful at a game where sessions can stretch.
Paf's first-deposit match goes to €100 at 100%, with 100 free spins on top and x30 wagering. On the downside, the interface feels old-fashioned compared with recent launches, and support is not staffed 24 hours a day. Read the review
Optibet: a catalogue rich in high-RTP titles
Optibet has operated under Optiwin OÜ since 2015 and has an extensive game catalogue with a strong share of high-RTP titles, blackjack among them. Visa, Mastercard, Skrill, Neteller, SEB, LHV, Luminor and Coop Pank all accept deposits from €5, and cashing out takes up to an hour.
New players get a €500 bonus package at x30, and regular promotions follow. Sign-up is the traditional kind because Pay N Play is not offered, and the catalogue lacks games made in-house. Read the review
Blackjack rules in 3 minutes
Every online version, live or RNG, starts from these five rules.
- The aim is to finish closer to 21 than the dealer without going over. A hand above 21 is a bust and loses straight away, even if the dealer busts later.
- Cards 2 to 10 count at face value, jacks, queens and kings count 10, and an ace counts 1 or 11, whichever helps the hand. An ace with any 10-value card as your first two cards is a blackjack and pays 3:2.
- On your turn you can hit (take a card), stand (keep your total), double (double the bet and take exactly one more card) or split a pair into two hands with a second bet of the same size.
- The dealer plays last and has no choices. On most online tables the dealer draws on 16 or less and stands on 17 or more.
- If you and the dealer finish on the same total, the hand is a push and your stake comes back.
When the dealer shows an ace, you will be offered insurance, a side bet that pays 2:1 if the dealer has blackjack. Without knowing which cards remain, it loses money over time, so basic strategy always declines it.
Basic strategy: when to hit, when to stand
Basic strategy is the mathematically best play for every combination of your hand and the dealer's face-up card. The chart below covers the common decisions for multi-deck games where the dealer stands on soft 17, which describes most live tables. A soft hand contains an ace counted as 11.
| Your hand | Dealer shows 2–6 | Dealer shows 7–Ace |
|---|---|---|
| Hard 8 or less | Hit | Hit |
| Hard 9 | Double against 3–6, hit against 2 | Hit |
| Hard 10 | Double | Double against 7–9, hit against 10 or Ace |
| Hard 11 | Double | Double against 7–10, hit against Ace |
| Hard 12 | Hit against 2–3, stand against 4–6 | Hit |
| Hard 13–16 | Stand | Hit |
| Hard 17 or more | Stand | Stand |
| Soft 18 (Ace + 7) | Double against 3–6, stand against 2 | Stand against 7–8, hit against 9 or more |
Two pair rules complete the core: always split aces and eights, and never split tens or fives. With soft 17 or less you never stand; you hit, or double against a weak dealer card.
Blackjack variants
The live lobbies at Estonian-licensed casinos rely mostly on studios such as Evolution and Pragmatic Play Live, so the same handful of formats turns up across sites. Each one changes a rule or two, and that moves the house edge.
Classic blackjack
Classic blackjack uses six or eight decks and pays 3:2 on a natural. The dealer takes a second, face-down card at the start and checks it for blackjack when showing an ace or a ten, so you never lose a doubled bet to a dealer blackjack.
European blackjack
In European blackjack the dealer takes the second card only after every player has acted. If that card makes a blackjack, doubled and split bets are lost in full. Many versions also restrict doubling to totals of 9, 10 and 11, so check the help panel before playing.
Infinite Blackjack
Infinite Blackjack is Evolution's answer to full tables. Everyone receives the same first two cards, then each player makes their own decisions, and the number of players is unlimited. You never wait for a seat, and minimum bets are usually low. With perfect play the theoretical RTP sits just above 99%.
Free Bet Blackjack
Free Bet Blackjack gives you free doubles on hard 9, 10 and 11 and free splits on every pair except tens. In return, a dealer total of 22 pushes every hand still in play.
Lightning Blackjack
Lightning Blackjack adds a fee to every hand. Winning hands can earn a random multiplier that applies to your next round. The game swings more than classic blackjack, and the fee only pays for itself when multipliers land.
Our Evolution and Pragmatic Play live comparison looks at the two studios in detail, and the roulette casinos page covers the other classic table game.
Live vs RNG blackjack
Live blackjack streams a human dealer from a studio, while RNG blackjack is software that deals from a virtual shoe. The maths is the same when the rules match. Where they differ is pace and stakes.
| Live blackjack | RNG blackjack | |
|---|---|---|
| Dealer | Real person on video | Software |
| Hands per hour | About 50 to 60 | As many as you click |
| Shuffle | Six or eight deck shoe | New shuffle every hand |
| Demo play | No | Usually yes |
| Best for | Atmosphere, social play | Practice, small stakes |
The slower pace of live tables works in your favour: fewer hands per hour means less money exposed to the house edge. RNG games suit practice with the strategy chart, but their speed drains a budget fast. Our live casinos list ranks the strongest live lobbies, and you can stream them on a phone too.
Blackjack and bonuses
Casino bonuses are built for slots. In most terms blackjack contributes 10% towards the wagering requirement, and many casinos set it to 0% or exclude live tables entirely. A €100 bonus at x35 needs €3,500 of slot play, but at a 10% contribution the same requirement means €35,000 in blackjack bets.
That is why a low multiplier matters more here than a big headline amount. SpeedyBet's 10x requirement and Ninja Casino's x9 on daily spins are as light as the casinos in our table get. Hillo and Slotti offer no welcome bonus at all but list cashback, which pays back part of your losses regardless of what you play.
If you only want blackjack, declining the welcome bonus often makes more sense. With an active bonus, check the maximum bet per round too, because going over it can void the winnings.
Card counting online: why it doesn't work
Card counting tracks the ratio of high to low cards left in the shoe and raises the stake when tens and aces are plentiful. At a land-based table a skilled counter can tip the edge slightly their way. Online play removes the conditions counting needs.
- RNG blackjack reshuffles the full virtual shoe before every hand, so each round starts from zero and there is nothing to count.
- Live tables deal from six or eight decks, and the dealer reshuffles once the cut card appears, often around halfway through the shoe. A count rarely becomes useful before the cards go back in.
- Infinite Blackjack and similar formats share one hand across many players, and the table limits leave little room to raise your bet sharply.
Basic strategy is the edge you can actually use online. Combined with a 3:2 table and sensible stakes, it keeps blackjack among the cheapest games in any lobby, and our guide to casinos with the best RTP covers the other games that come close.
What to consider in 2026
Before you open an account for blackjack, run through these points.
- An EMTA licence means no tax on what you win. Prizes from a casino licensed beyond the EEA are taxable for Estonian residents at 22%.
- Seven names in our comparison, among them Ninja Casino, Coolbet and Hillo, let you sign in with your bank. Our Pay N Play casinos page lists the full set.
- Chanz quotes 7 seconds for withdrawals, and Hillo and 24Casino promise a few minutes. Slotbox quotes as long as 24 hours.
- Live blackjack works in a phone browser without an app, but a decision timer runs on every hand. On a weak connection the game may stand for you, so play live tables on Wi-Fi where possible.
Responsible gambling
The legal age for online gambling in Estonia is 21. Blackjack rewards patience, yet a fast RNG table or a run of lost hands can push you into chasing losses. Set a deposit limit and a session length before you start, and treat the money as the cost of entertainment.
If blackjack stops feeling like a game, or signs of gambling addiction appear, ask EMTA to record a self-exclusion (hasartmängukeeld) for a period you choose. Licensed operators in Estonia are then required to keep you out. Our page on what responsible gambling means in Estonia explains the self-exclusion process and where to get help.
