Online roulette in Estonia 2026: where to play and which wheel to choose

Online roulette in Estonia is legal at any casino with an EMTA (Estonian Tax and Customs Board) licence, and winnings from those sites are not taxed. All ten casinos on this page hold that licence. For a roulette player, the real differences sit in the live lobby and in how quickly a withdrawal reaches your bank. Bonuses matter less than you might expect, because roulette bets rarely count in full towards wagering.

The page also explains the game: the rules, the payouts, how European, French and American roulette differ, and why no betting system changes the house edge. Our roulette picks for 2026 are OlyBet, which runs exclusive live tables including Olympic Park Roulette and takes deposits from €2. 24Casino follows with a strong live casino section and payouts the operator puts at a few minutes, and X3000 pairs a well-made live casino with a 100% bonus at x30.

Roulette casino comparison 2026

We started from the 35 Estonian-licensed casinos in our database and kept the ones whose reviews single out live casino or table games and that list roulette in their lobby. The ten that remained are sorted by our score, from 96 down to 90.

We checked these figures in October 2026, and operators revise their offers without notice, so open the bonus terms on the casino's site before depositing. A cell marked — has no figure we could confirm. "No-account" means Pay N Play: you log in with your bank, and the casino creates the account from that login.

How we rate roulette casinos

We use the same review process for every casino. On this page, five checks carry the most weight.

EMTA licence

We list only casinos licensed by EMTA. The licence puts the operator under an Estonian regulator, obliges it to honour self-exclusion and keeps your winnings tax-free. A site without it gets no score here, whatever its roulette lobby looks like.

Wheels on offer

We look for at least one European or French wheel, live tables from studios such as Evolution or Pragmatic Play Live, and RNG versions for low stakes. Lobbies that push American roulette first lose points. Exclusive tables, as at OlyBet, count in a casino's favour.

Withdrawal speed

Payouts within an hour score highest, and up to 24 hours is the slowest we still accept. A casino that states no payout time loses points.

Bonus terms for table players

We read the game contribution list before the headline number. If roulette counts 0%, the bonus is worth nothing to a roulette player. We prefer wagering at x35 or lower and mark down x50, along with maximum bet rules that are easy to break by accident.

Table limits and support

Casual players need low minimum bets, while anyone using a progression needs a high table maximum. We also note whether support answers in English and Estonian.

Best roulette casinos in Estonia: six short reviews

These six stood out for live roulette. Each review gives one strength and one drawback from our full review.

OlyBet: Olympic Park Roulette and a €2 entry

OlyBet, run by OB Holding1 OÜ, has been around since 2010. Its exclusive live tables, including Olympic Park Roulette, make it the most distinctive roulette lobby on this list. Deposits start at €2, and Brite & Play registration links the account to your Estonian bank.

Withdrawals are stated at a few minutes, and the welcome offer is 100% up to €350 plus 150 free spins at 30x. Poker players get GGNetwork tables on the same account. The drawback is the wagering rules, which can be complex, and there are no crypto payments. Read the review

Epicbet: cash bonus and payouts in minutes

Epicbet, from Ducks in a Row OÜ, opened in 2024 and scores 95. Its live casino sits next to a strong sportsbook on one shared account. New players can claim up to €300 in cash, withdrawals take a few minutes, and our review rates the wagering terms as reasonable.

The weak point is the cashier. Payments run only through LHV, Luminor, SEB, Swedbank and Zimpler, so card and e-wallet users will need another site. There is no dedicated VIP programme either, and loyalty rewards stay basic. Read the review

X3000: a polished live casino with Trustly

X3000 belongs to Pafer AS and has operated since 2021. Our review rates its live casino as high quality, and Trustly or the main Estonian banks handle payments quickly. Withdrawals take a few minutes from a €10 minimum deposit.

The welcome bonus is 100% up to €100 at x30, small but with the joint-lowest multiplier on this page. Registration is quick and the site works well on a phone. The minus is long-term value: there is no VIP tier for loyal players, and the wagering could still be lower. Read the review

Buusti Casino: fully in Estonian

Buusti Casino is run by Play Well Media Limited and has operated since 2021. The site is fully localised for Estonian players, with a wide choice of slots and live casino games. The welcome bonus is 100% up to €100 plus 100 free spins at 35x, and payments go through Brite, Revolut and the Estonian banks.

Buusti is not a full Pay N Play casino, so you register the usual way, and it does not state a withdrawal time. Minimum deposit is €10, and the localised terms make the game contribution rules easy to check. Read the review

TonyBet: the widest cashier for live players

TonyBet has operated since 2009 and has a very large library of slots, live casino and sports betting. Its cashier is the broadest in the table: Trustly, Revolut, PayPal, Skrill, Neteller, Bitcoin, cards and the Estonian banks. Regular players can join a structured VIP programme.

The welcome offer, up to €300 plus 150 bonus spins, carries x50 wagering, the heaviest on this page. Withdrawals can take up to 24 hours, and there is no Pay N Play login. You can deposit and withdraw from €10. Read the review

24Casino: the biggest bonus on the list, with a strong live lobby

24Casino arrived in 2025 under Kingswin Online OÜ with a strong live casino section and a large library from top providers. It works as a no-account casino, and withdrawals are stated at a few minutes.

Its welcome bonus is the largest in the table, 100% up to €500 plus 150 free spins, but x40 wagering is a lot for a bonus you are unlikely to clear on roulette. Payments include Trustly, Revolut, MiFinity and the Estonian banks, from a €20 minimum deposit. There is no crypto and no sportsbook. Read the review

Roulette variants

The version you choose decides your long-term cost. The house edge comes from the zero: the wheel pays as if it did not exist. The figures below are standard game maths, so check the RTP in each game's info panel too.

European roulette

European roulette has 37 pockets, numbers 1 to 36 plus a single zero. The house edge is 2.70%, so the return to player (RTP) is 97.3% on every bet. This is the default wheel at Estonian casinos and the one to start with if you are learning.

French roulette and La Partage

French roulette uses the same single-zero wheel with one extra rule. Under La Partage, when the ball lands on zero, you get back half of any even-money bet (red/black, odd/even, high/low). That cuts the house edge on those bets to 1.35%, an RTP of about 98.6%. Some tables use En Prison instead, where the bet stays on the table for one more spin. Inside bets on numbers still pay at 97.3%.

American roulette

American roulette adds a double zero, so the wheel has 38 pockets while payouts stay the same. The house edge rises to 5.26% and RTP falls to 94.74%. The five-number bet on 0, 00, 1, 2 and 3 is worse still, at a 7.89% edge. There is no reason to pick this wheel when a European one is on the same lobby page.

Live roulette and game shows

Live roulette streams a real wheel from a studio, and standard live European tables keep the 97.3% RTP. Game shows such as Evolution's Lightning Roulette add random multipliers of up to 500x on a few numbers each round. To fund them, a straight-up win pays 29:1 instead of 35:1. Our article on Evolution and Pragmatic Play live games compares the two big studios.

Roulette rules in 3 minutes

The roulette rules are the same at every casino, live or RNG. Four points cover almost everything a new player needs.

  1. Bet types: inside bets go on single numbers or small groups of them; outside bets cover larger groups such as red or black, odd or even, low (1 to 18) or high (19 to 36), a dozen or a column.
  2. Payouts: a straight-up number pays 35:1, a split (two numbers) 17:1, a street (three) 11:1, a corner (four) 8:1 and a six line 5:1. Dozens and columns pay 2:1, and even-money bets pay 1:1.
  3. The table: place chips on the layout before the dealer or timer closes betting. The ball settles, the winning number is marked, and losing chips are cleared. On a single-zero wheel, zero beats every outside bet unless La Partage or En Prison applies.
  4. Limits: each table shows a minimum and maximum bet, often separate for inside and outside bets. Check both before you sit down, especially if you plan to raise stakes after a loss.

Betting systems and why they don't beat the house edge

Every bet on a European wheel returns 97.3% over time, whatever the order, size or pattern of your bets. A betting system changes how wins and losses are spread out. It cannot change their average.

Martingale

You double your even-money bet after every loss, so the first win recovers everything plus one unit. Most sessions end with a small profit. The rare long losing run makes up for it. Starting at €5, seven losses in a row means an eighth bet of €640 after €635 already lost. On a European wheel the chance of missing red seven times running is about 1 in 106, which happens far more often than it feels, and many tables cap the bet before you reach that step.

D'Alembert

You raise the stake by one unit after a loss and lower it by one after a win. Swings are gentler than with Martingale, but each spin is independent and the zero still tilts the odds, so the expected loss stays 2.7% of every euro staked.

Fibonacci

Stakes follow the sequence 1, 1, 2, 3, 5, 8, 13. You step forward after a loss and two steps back after a win. Bets grow more slowly than with doubling, yet a long losing streak still climbs fast. If you use a system, treat it as a way to pace a session and set a stop-loss before the first spin.

The one choice that does change your long-term return is the wheel. French roulette with La Partage at about 98.6% on even-money bets beats any progression on an American table. For casinos where the game catalogue leans towards higher-return titles, see our list of high RTP casinos and the article on which casinos offer the best RTP.

Roulette and bonuses

Most welcome bonuses are built for slots. In the terms, table games usually count 10% or 0% towards the wagering requirement, against 100% for slots. Take a €100 bonus at x30: you need €3,000 in qualifying bets. If roulette counts 10%, that becomes €30,000 of roulette stakes, and at 0% it never clears at all.

Many terms also ban low-risk play during wagering, such as covering red and black on the same spin, and set a maximum bet per round. Breaking either rule can void the bonus and its winnings. So check three things before you accept an offer as a roulette player:

  • the contribution percentage for roulette and live casino, which is often listed separately;
  • the maximum bet allowed while the bonus is active;
  • whether you can decline the bonus and play with cash only.

Cash-only play is often the better route. Buumi, KoiCasino and Possu have no welcome bonus, so every deposit stays withdrawable from the first spin. Cashback, which all three offer, is usually more useful to a table player than a match bonus.

Live roulette vs RNG roulette

Both formats are fair when the casino holds an EMTA licence. RNG games use a certified random number generator; live games use a physical wheel on camera. They suit different sessions, and the main differences are below.

RNG roulette runs faster, so the expected loss per hour is higher at the same stake. For card games and the wider live lobby, see our pages on live casinos and blackjack casinos.

What to consider in 2026

The game is identical everywhere; the conditions around it are not. Check these points if you play from Estonia.

  • Licence and tax: an EMTA licence keeps your winnings tax-free, whereas playing at a casino licensed outside the EEA means 22% income tax for Estonian residents.
  • No-account play: 24Casino, Buumi, KoiCasino, Lucky Spins and Possu let you deposit and play through your bank login, with no registration form.
  • Payout times: five casinos in our table state withdrawals within a few minutes. If a site gives no figure or quotes 24 hours, factor that in before a large win.
  • Mobile: live roulette streams well on a phone browser, but a weak connection can close a betting window before your chips land. Play live tables on Wi-Fi when you can.

Responsible gambling

You have to be 21 to gamble online in Estonia. Roulette is fast, and live tables in particular make it easy to keep playing after a losing run. Decide your budget before the session, use the deposit and loss limits in your casino account, and stop when you hit them.

If roulette starts to cost more than you planned, or you notice signs of gambling addiction, EMTA can register a self-exclusion (hasartmängukeeld) for you. Estonian-licensed casinos are then obliged to turn you away for the whole period you pick. Our guide to responsible gambling in Estonia lists the tools and where to find help.

Frequently asked questions

Which roulette has the best RTP?
French roulette with the La Partage rule has the best RTP, about 98.6% on even-money bets, because half of those bets come back when the ball lands on zero. European roulette returns 97.3% on every bet. American roulette, with its extra double zero, drops to 94.74%. Live and RNG versions of the same wheel use the same maths.
Is online roulette legal in Estonia?
Yes. Online roulette is legal in Estonia at casinos licensed by EMTA (Estonian Tax and Customs Board), and you must be 21 or older to play. You keep winnings from Estonian-licensed casinos tax-free; a casino licensed outside the EEA leaves Estonian residents owing 22% income tax on them. All ten casinos we list here are licensed in Estonia.
Can I play roulette with a bonus?
Usually you can, but it rarely pays off. Most casinos count roulette at 10% or 0% towards wagering, so a €100 bonus at x30 can need €30,000 in roulette bets. Bonus terms often cap the bet size and forbid covering red and black on the same spin. Read the contribution list first, or play with cash.
What is La Partage?
La Partage is a French roulette rule. When the ball lands on zero, you get back half of any even-money bet, such as red/black, odd/even or high/low, instead of losing the whole stake. It halves the house edge on those bets from 2.70% to 1.35%. Bets on single numbers and other inside bets are not affected.
Is live roulette fair?
Live roulette at an EMTA-licensed casino is fair. A dealer spins a physical wheel on camera, you see every result as it happens, and the casino may only offer games allowed under its licence. A live European table keeps the 2.70% house edge of a land-based one. Game shows such as Lightning Roulette change the payouts, so check the RTP in the game info.
What is the minimum bet in online roulette?
It depends on the table. RNG roulette often starts at €0.10 a spin, while each live table sets its own minimum, usually higher, and shows it before you bet. Inside and outside bets can carry separate limits. The minimum deposit is a separate figure: €1 at Buumi, KoiCasino and Possu, and €2 at OlyBet.
